Setup, onboarding, implementation, and training fees bill once. They sit outside the recurring phases and carry their own billing date, which is usually the contract start but can be a later instalment date.
When a fee is split into instalments the contract reader keeps each tranche as its own one-time row with its own date. A later instalment date is not a payment gate — it is just when that document goes out.
