Vendors often let a seat be added and removed within a grace window without charge. Confirmation days model that: an add on day D stays pending until D+N; a removal inside the window cancels the newest pending seats first.
The balance therefore has two views — real, and billable. Once an add is billable, proration uses the original add date, not the confirmation date.
